plugged cat? 700 1990

I replaced my turbo, the old one was blowing out lots of oil and was really bad. The car ran fine last night, even after blowing out enough smoke the first time I got the boost up to make it so I could not see anything behind me. I assume this smoke came from oil in the intercooler, because it is the only thing I did not clean. Now the rpms will not rise over about 3,000 when I'm driving. The engine will rev higher but not when under boost and driving down the highway. I suspect that all the crap that came out yesterday plugged up the cat. Am I right? Anyone have any suggestions.
