a/c, no cool air from center vents only 700 1990

Hello, need some help... My wife's 760 T Wagon will not get cold A/C through the center vents! It's cold in all the other vents but at least 10 degrees warmer through these main vents. Tough to cool the car down in the NC summers. Local shop says they'll need to replace the entire temp control module in the dash at around $700 just for the part. Is this just a matter of a vacuum line that is deteriorated or loose or a flap stuck open? Thanks!
