140 turn indicators glow 140-160 1973

here's the thing. the turn indicators on my 142 have a faint glow whenever the ignition is on. if I activate the turn signal, the indicator goes bright-dim-bright-dim.

All the wiring matches the factory diagram, and all the grounds appear good.

Suggestions?
