Transmission won't shift into final gear till warm. 700 1989

My automatic transmission won't shift into final gear till warm. The car has to be driven 15-20 miles, then it works like a charm. I replaced the fluid and filter, that did not make a difference. It has 200,000 miles on it. The overdrive (downshift on Automatics I guess) light will come on, but unless it has been driven, nothing else happens. I'm going to guess something horible is about to happen. Any ideas what? And how much it will cost???
