Trailer Hitch Installation 200 1993

I recently installed an OEM trailer hitch (round tube, dip in the middle) on my 93 240 wagon, using the two screw holes in the aft part of the flange and the one on the side. There is another, larger, hole forward on each flange that lines up with a hole in the frame that gives access to to the captured nut that receives a 14 mm bolt from above. Should that bolt be replaced with a longer one so that the hitch flange can be attached to that as well, or is that hole there just to confuse ignorant types like me and provide a little drainage to the frame while does so? Please enlighten me.
