Seat Belt Won't Work 700

I was installing some new sheep skin seat covers on my front seats and decided to take the seats out to do it so I could get a good fit. The first one went slick as a whistle; the second went OK until my re-installment. The seat belt on the bottom part of the seat will not come out at all. Sounds like it could be something fairly simple but I do not have a clue. Any advice?
