Adjustable parking brake? 200 1979

It's time to get rid of my poor old '79 DL which has been moldering in the driveway for several years. It has become the un-Volvo (I won't roll). I removed the rear wheels and manged to work the brake pads out on both sides but the left side will only turn a couple of degrees and the right, not at all. The car is in neutral and the parking brake lever is in the off position but I believe the parking brake shoes are stuck. I would like to try to adjust them in, if possible. Way back when the car was my daily driver I tried to see if it had the adjustable type bands. There is a hole in the outboard side of the hub that I would presume is there for that purpose. But I could not locate an adjuster. Recently, I had this same experience on my '80 DL.
Is the hole there to adjust the parking brake. If "yes" did some cars have the hole but no adjuster? If "no" what's the hole for? Should I be looking on the inboard side? Is the adjuster like one you you find on any old car with drum brakes? Should I just pull the damn hubs and quit wasting time with this other approach? Or is there a good way to free things up without pulling the hub?
