simple (hopefully) headlight casing question

So I've noticed this on my Volvo as well as my parent's bimmer. On the headlight reflector casing/assembly thing, on the top of it appears to be a little tube that goes to the inside of the assembly. On the backside of the reflector where the bulb goes in there is a little rubber thingee on the top. What is this for, heat ventilation or something?
