Auto Trans Trouble:Cable from Throttle to Tranny Does Not Return 200 1987

The cable from the throttle body to the tranny is not returning properly. The gas pedal is very hard to push. The car shifts into 3rd at 50mph and overdrive does not work. What's up?. Thanks for your help.
