sluggish performance on my B230F, '88 DL wagon 200

Well,
A couple of questions to ponder.
Just gave Eric the Viking a go through with all new plugs,wires, timing belt,injector seals, throttlebody cleaning, flame trap,air filter cleaning,maf cleaning, cooling flush. It is running better but the one major issue still remains this.
Under slightly heavy load and low speed, when you increse the throttle to quickly it reacts as if is leaning out and is starved for fuel- causing bad hesitation and very sluggish acceleration and no low end power. At high speed the problem is much les pronounced = less load/fuel requirement.
Potential causes:
Fuel pressure - Regulator,pump,in-tank pump?
Vacuum - ECU cannot compensate for deficiency under heavier load causing a fuel starved condition?.

Also, I have discovered a 2 prong plug and wire that has obviously been unplugged for some time, waving in the breeze, and I can't find it's home. It's
stapped to the firewall about intake manifold high and the wire is about 10-12 in long. I haven't put a meter to it or looked at a schematic yet, but maybe if I could just find out where it goes.........
