Gas Gage Aways Reads Empty 900 1993

The gas gage on my 1993 960 Wagon with 65,xxx miles always reads "empty" and the amber "low on gas" light is always on. Could this be an electrical problem such as a fuse? What might you suggest to investigate this problem?
