240 shifter lever 200

hi, asked this question with one response which was wrong.. i have a 1991 automatic transmission 240. the problem is that the square button on top of the shift lever will not engage. the model requires depression of the brake pedal. however when depressed the button will not go down so i cant pull the lever back to put the car into gear. is it a relay? if so where is it located in the car...thanks
