Will Not Start--Sometimes 200 1983

Probably a real basic for all of you regulars-- My 240 starter turns over just fine but will not kick in. I had it towed and wouldn't you know it, it started just fine at the Volvo shop. But now I have it out again and it is doing the same thing. I put new plugs, rotor and cap on. I feel that it is an electrical problem but not quite sure what to check next. Ideas?
