idle air valve rebuildable? 200 1981

Greetings,

Far as I can tell Bosch pn 0 280 140 114 idle air stabilizer thingy on '81 244 w/k jet is dysfunctional.

Valve is presently in hands, off car, disc inside is 99% closed. Can hold disc wide open against spring tension w/ small screwdriver. Then pops closed.

What is normal behavior/test for this valve? Shouldn't it be wide open at 65 ded. F ambient temp?

Looks to be riveted together and non repairable.
