Windsheild wipers not 200 1992

Hello all:

I was driving my wifes 240 today and noticed that when you turn the wipers on use them, and then turn the off they stop where ever on the windsheild they are when you turn them off. They do not return to the down position. Also the mist function doesn't work, where you just push the stalk down and release. The wipers just go as long as you hold the stalk, but then stop when you release.

Any ideas? Seems like some type of relay to me. The intermintent wipers work just fine, so I can't imagine it is some problem with the motor. What do you think?
