Fuel injection rail question 900

On the 92-960 fuel rail there is an aluminum flap that sits in a slot along the length of the injector rail. Is there a purpose to this flap? Mine rattles, especially when the engine is cold and a couple of times the noise gave me a pause for concern. I would like to remove it if it is not necessary.
