Boost gauge riding high. 700

Okay I think I know how the boost gauge works. Straight up on the line between black and yellow is ambient air pressure, in the black is vacuum, in the yellow is boost pressure. Am I right?

So the real question is, if the needle is riding higher than it used too at idle in gear, does this indicate a vacuum leak?
