In-tank Fuel Pump Wiring 700 1987

Replaced the fuel pump in the tank this weekend. I have a couple of questions. Looking at the pump wiring terminals with the out-flow nozzle up (the way it is installed), which is the positive terminal and which is the negative? Also I noticed the eyelets that connect to the pump terminals are coiled around a small piece of graphite. What is the purpose of the coils. Still trying to trace why the pump won't pump. Wiring is good as far as the harness connector. (test lamp lights)
