240 Turbo continues to rev between shifts 200

Lots of recent work done to 83 intercooled turbo, car starts and drives well. Only nagging problem is it likes to continue to rev in between shifts. I am completely off the accel. w/ the clutch pushed in -- it still revs as though it is continuing to receive fuel. Any suggestions. There is no problem when car is cold. Revs and shifts normally. Throttle switch???
