No Voltage @ coil 700

With the ignition on, there should be 12 volts @ the leads to the coil, correct? So what's broken if there isn't any voltage? Checking resistance across the low voltage leads and between the low voltage and high on the coil both check within spec. So if the power stage (long been a suspect) fails, does that cut the cut the voltage to the coil entirely? I'm seeing 12 volts @ the harness to the power stage (blue lead, forget which pin #)and a pulsing 5 volts or so @ pin 5. But nothing any further. Are there any stops between the power stage and coil?
