Timing on 71 1800E B-20E Engine 1800 1971

Only getting around 18 mpg; runs good, but suspect it could be better with tune-up and some tweaking. What is best way to set timing -- by feel and sound? The specs are designed for 97 octane fuel, which is non-existent, so needs to accommodate 93 octane. Any suggestions appreciated.
