Shoulder belts annoying me 700

New to this 740Ti....

What's up with these shoulder belts?

I can pullout the top (shoulder) section only so far....not even enough to buckle it...then need to gain extra slack by yanking on the lap part to pull out enough of the belt to click it in.

And I can't lean more than a few inches forward or to the side before it catches me.

It's like Volvo didn't want us reaching down to the passenger floor to pick up a dropped toll token in case we'd rear end somebody.....

Are these shoulder belts supposed to reel out any more than this? It feels like it comes to its end, not engaging in mid-length as with normal restraining.
