Revs at highway speeds 1800

I've read many articles and reports that state that all P1800s, whether manual or automatic, were very high-revving on the highway at speeds over 60. Would this be due to the tall gearing of the rear ends (4.11 or 4.56)? Because if a P1800's engine really revs that high, then I thought my '93 850 was a really high revver (it turns 3200 rpm at 70).
