240 Exhaust System Heat Shields - Rattles 200

Does anyone else have loose heat shields on the first few feet of the exhaust system after the header? I have found two shields that rattle and sound quite sickly. I have had them spot welded by three different shops. Two weeks later on average they have popped the weld and rattle again. Do I need to keep these on the exhaust pipes or can I rip them off with a Dremel tool cutting blade as I am tempted to do? Any input is welcome.
