It would appear that the pump relay is bad or at least one of the relays in the main housing is bad,usually on all the other Volvo's I have owned;you turn on the key and listen for the pumps to run momentairly then you crank the engine and it fires right up,I don't hear the pumps on the '89 turbo untill the motor is cranked for 3 seconds,then you wait and then crank again and the engine starts,that must be the ecu telling the other portion of the relay box that the engine is running and to keep the pumps running.I heard that is a check valve that may also be leaking down after the car sits for a while,so the fuel system has no fuel pressure upon a restart,I will need to do some investgating.
