up arrow light, new issue 200

Now this stupid arrow that drives me insane won't turn off. LAst night I was working on the gage cluster trying to figure out why the tach and lights on the same side as the tach don't work. I put it all back in this morning and the up arrow says on! And the tach still doesn't work. And the illumination light over hte tach still doesn't work. I also had a light bulb looking lite appear a couple of times briefly but that has stopped for now. Any ideas?
