88 740 front turn signals don't work, rears do... help 700

Gang, the front turn signals don't work on my 88 740. The rears do work. I have changed the bulbs and the turn signal relay. The turn signal lamps will come on when the headlamps are on, but they won't blink. Any help on this would be greatly appreciated... I can't find anything in the FAQ about it.
