Bubbling in Receiver / Dryer Sightglass - whats it mean 200 1982

I know, its almost winter, but I was just running the A/C system and noticed quite a bit of bubbling in the sigthglass on the receiver/dryer, What is this a sign of, low refrigerant, moisture?? System has been retrofitted.
