LOUD hum/buzz from fuel pump 700 1991

All right all you Volvophile/mechanics out there. This is one that has me stumped. This is a Regina electric sys., with one pump, in the tank. When I turn the ign switch I hear a loud noise as if the fuel pump is kind of energizing. This goes away in about 3-4 secs and car starts just fine. However, the hum then starts again. It clearly is coming from the fuel pump. The fuel pump is new as is the FPR. Unhooking the hose on the back side of the FPR produced a large and steady issue of petrol.
However, the vacuum hose does smell of petrol. Or maybe not, it's kind of hard to tell when there is petrol on ones hands, etc.
The only way to stop the noise is to turn the radio way up! Seriously though folks, does anyone have any idea of the problem? I have poor hearing and this really needs to be fixed.
