I wonder if my TPS is working????? 700

My car runs at 1500 rpm with the Throttle body thumb screw adjusted all the way out.
When I crack the throttle /car on/car off/ I hear no click from the TPS. I wonder if someone was fiddling with the throttle stop screw to correct a stalling problem that it had prior to my purchaing it???????. Carb cleaner test produced NO vac leaks at TB and intake Manifold. I'm not sure about the IAC. I pull the IAC hose off the accordian-like air tube and the car dies. Alot of suction on that hose coming from tha IAC. Should I clean the TB and replace the TPS first????
