NOx too hi, fails emmisions. 700

I have a '86 760turbo wagon and I recently took it to NJ DMV inspection agency, failed twice for emmisions. I tuned it up : new sparkplugs, airfilter, cleaned out intake hoses and lines,fuel injectors cleaned, throttlebody clned. I also threw in fuel system cleaner in gas tank added oil additive (Lucas) with oil change. And it failed again. The car has 196k miles, perhaps it needs some type of sensor related to the High Nox reading of 1950 where the standard is 1300. Maybe its time to do away with it, even though I'd like to keep it for a while due to the unstable times we're experincing with the economy. Thank You.
