Faint whine, pitch dependent on wheel speed '90 700

Kind of strange sound I've been hearing on and off lately, a faint whine whose pitch is dependent on the wheel speed, audible inside and outside the cabin. You can't really hear it at speeds above ~20mph, I suspect it's still there just too high pitch or drowned out to hear. It happens regardless of gear, clutch, even engine (I turned it off and rolled down a hill). I haven't had enough chance to experiment but it may happen after taking my foot off the brake. Brake pads rubbing popped into my head...could that make this sound? The only thing left is the transmission I guess. I haven't really done any work on cars but I'm trying to learn :) 1990 744tic 4-sp man. w/ovd, if that helps. Any ideas would be greatly appreciated!
