CBV delay valve

Wondering what the delay valve in the vaccum line from the CBV valve to the manifod really does. Mine broke, is it safe to run with out it??? Could it's absence cause crankcase pressure. I live way out in the boonies and any part is hard to get. (1986 745T)
Thanks
ron
