1983 B21ft throttle body - little hole in the plate? 200 1983

So I was cleaning the throttle body on my 1983 245 turbo and noticed that there was a little hole on the throttle butterfly opposite the spring loaded pressure release thingy. Its rough appearance makes me think it did not come that way from the factory. Does anybody know if it should be there and should I try to fill it with JB weld or something?
