upper red light on 745 brake light cluster 700

What is the upper light on the 745 tail light cluster for? On my 86 745 I have no way of illuminating these bulbs. I have seen plenty of 745's drving around with them on. Maybe they were 765's. In my haynes manual there is talk of the rear fog lights. Is this the upper light? In my 86 745 the wiring and bulb are there, but i have no switch. WTF?
