1990 740 GL w/Regina - Hard Starting 700 1990

Does anyone know if the IAC (or failure of one) causes starting problems. I've posted a message about this before but I wan't very specific at that time.

I've come to my wits end in diagnosing this. My car gives an error code of 223 (Idle Valve signal). I checked the resistance across the IAC terminals and it is 3 ohms with 12.13 volts at the plug. The independet Volvo parts place I went to said the the IAC is not the problem. . He mention something about a MAPS (manifold a pressure) sensor as a possibilty. I've also heard the the radio noise suppresor could be a possibility. I have heard a lot of ignition noise on far away stations lately and sometimes I will hear it intermittantly on close by stations. Anyway at 279.00 a new IAC is an expensive mistake I want to avoid as I try to isolate this problem down. The starting seems to be worse at a cold start, but a little (not much) better if the car has been off for a few minutes and then restarted.
