Clear coat blisters 700

Hi,
My 1989 745 wagons hood has started to blister. When I say blister, I mean that it looks like there is a top clear coat on the paint that is coming off. My question is, is there a way to remove only the clear coat on the paint with little or no damage to the other, lower, color coat of paint?
