are the alternator brushes contained inside the voltage regulator? (700)

I'm confused... I've been reading the 700FAQ and it mentions voltage regulators and alternator brushes in separate places... but together. When you get a new voltage regulator, are the brushes included in it? or are they in a separate place on the alternator?
