ZF 22 shifting early 700

My 86 740 with a ZF22 trans, Every time I start driving slow it starts to shift up into the gears too early. From first to second immediatly and the a little bit later it shifts into third but the vehicle isn't going fast enough for third so it shifts back to second. If I take off aggresivly then it shifts normal with no problems. I just flushed the fluid and the level is good, and I adjusted the throttle plate, throttle cable, and kickdown cable, no help. What do you guys think the problem could be? Thanks in advance.
