Steering Wheel Off-Center After Alignment 900

After I put new ball joints, tie rod ends, and tires (Yokohama Avid Touring) on my 940, I had an alignment done. The car drives nice and straight, but the steering wheel is off center about 10 degrees to the right. The shop that did the alignment claims that something may be bent, either the frame or a suspension component, and there's nothing they can do. I'm arguing that they should be able to fix this by adjusting the toe again, this time making sure the wheel is at dead center. Who is right? Am I missing something here?
