aftermarket catalytic converter vs. oem cat. 200 1988

I recently moved to PA and had one heck of a time getting both my wife's and my volvos to pass inspection (86 & 88 240's). I ended up replacing the catalytic converters on both of them and they just barely squeaked by. I doubt they'll pass next year. The mechanic at he local dealer explained that the aftermarket converters have just enought platinum to get by at $275 but the Volvo OEM converters have more than enough to give many years of trouble free service as well as much lower emissions. Problem is that they're $800-$900. Since the dealer is putting the cheap ones on are the OEM ones still available? Please tell me what the deal is.
