Do I need the contraption in the Air filter box?! 200

Doing a bunch of stuff to my 87 240 wagon. I took the whole airbox off to clean and inspect. Looks like there is a spring activated door in there that opens and closes to either get air from outside or air from an exhaust outlet of some kind.

Is this some kind of emmissions thing that I can get rid of to make the car run better, or does it perform another function?
