cold idle surge 700 1986

My '86 745ti doesn't want to idle when cold. I turn it over once, it won't start, and then the second time I turn it over, it starts, surges, and then dies. I have to keep my foot on the gas and keep it around 1500rpm for a minute. Once I do that it idles fine and has no problems, although lately it has surged for another minute or so and then its as smooth as silk.
-cleaned throttle body very well, new seal.
-cleaned idle control valve, opens and closes with no problem
-new wiring harness

Anyone with any ideas is thanked in advance.
