Vacumn leaks, connected? 700

sorry about that blank post...

Anyway I have a heater control valve that does not close. I've checked piping to it, and the vacumn line is connected and my vacumn booster, (under steering rack) holds pressure. This is the second control valve I've had, and it moves manually through its range, but not while installed.

Also, my vents are always in defrost mode. Some air to floor, but most to defrost. I've checked all the FAQs and can't figure out where the problem is.

I've replaced the control, (sliding position selector) and don't see any breaks in lines.

Any easy ways to tell whats going on?
