Car continues to 'go' when I left off the gas- what could it be? '85 Turbo 200 1985

Hi everyone.
Well I'm having new problem with my '85 GLT. When I let off the gas while driving and/or shifting the engine seems to get a good surge of gas and rev up and then once the (seemingley) extra fuel is used and gone, drops down like it normally should when get accelerator pedal is let off. It only happens when I am giving it gas, such as on acceleration. It seems to be more of a problem over 3000rpm. The boost gauge drops down (like normal) but it still gets this big surge. It's related to accelerating I'm sure since it's much worse if I accelerate hard. Anyone know what it could be? It's a real pain, and a bit of a safety problem.
