mechanic says rear shocks are ok even though the car sags, what should i do?? 700 1985

last time i took my car to my mechanic i asked him to check the rear sagging. he said the shocks were ok and acted like he did not want to mess with it. the car does not have nivomats, so could the springs be bad? or the wrong ones?
the car hits bumps hard in the rear sometimes and bottoms out with 3 people in back seat.
