is the main fuel pump supposed to 'whirl' or 'click' ??? 700 1988

Gang, while trying to isolate my non-starting problem, I did a little fuel pump analysis.

I did the trick where you jump the two terminals at the fuel pump relay to simulate an on condition to make the pumps work...

I can only hear a faint "clicking" noise from the main pump and I couldn't hear a thing from the in-tank fuel pump (yes, I opened the cap first).

I don't seem to think that it should be clicking... THe in-tank pump was new as of this summer, but is it possible that a bad main pump has killed my "new" in-tank pump?
