front-end probs kinda checked 200 1987

Jacked up the car today at work and checked to see if there was any play, as far as the tie-rods go. Driver side there was a very small give in them, and this was when I was just pushing the outside of the tire at the 3 and 9 postion. As far as the Pass-side I didnt notice anything play at all. I did take a look underneath and saw the boots for the tie-rods are cracked and dryed up. Also alot of undercoating sprayed around on stuff.
As I mentioned before, tire wear is very excessive on the first 1/4 of tread on both front tires, car pulls to the right just a hair, and a vibration is felt in the steering wheel when I hit 60 MPH.
Any ideas or anything would be a great help.
