Engine Revving 760 Turbo S/W 700 1989

When I take my foot of the throttle and coast for a long while (eg down a long hill, or coming gradually to a stop light) the engine management system seems to tell the throttle to "rev" the engine slightly as the engine approaches 1500 RPM. There are times when this might be potentially unsafe. Any ideas what makes the engine do this surge after it has been coasting for a long time? The surging repeats itself about 4 - 5 times before the engine drops below 1500 RPM. Thanks for any help with this.
