Huge issues with a 91 turbo I'm thinking of buying (sorry, long) 700 1991

Greetings 700 people! I'm usually posting over in the 200 forum but recently found a 91 740 turbo that can be had cheap but has lots of issues.

First, I'm not too familiar with the B23FT yet. There's something missing on this car's engine I think, Can anyone help me ID it?. It goes right under the front part of the intake manifold whew a control pressure regulator would be on a B21FT. There's a plug on the harness that just lies there and a vacuum tube with a screw plugging it in this location but there is no part there. What's supposed to be there? And could it cause the problems I describe next?

Car idles like shit, and sometimes dies, cold or warm. It will basically go down the road but the thing that really worries me is that it has gawdawful horrible detonation when you even think about getting into the boost. I couldn't check timing there in the sellers driveway. The boost guage reads into the vacuum just fine but the detonaton starts with even a little positive pressure into the intake. Could this be a stuck wastegate? or would I be seeing huge amounts of boost on the guage if that was the case. Think the timing belt might have slipped? there's zero repair documentation with this car.

Lastly, how much of a pain are the electric sunroofs? this one opens really slowly and is obvoiusly in need of adjustment because the paint is scratched off the top of the sunroof where it meets the body. Is this an easy DIY or not?

All replies deeply appreciated. I might be able get this car for $1200 and if the fixes are easy and not too expensive, It would be a nice ride.
